The being known as the Mutant-Master is actually a Siris terrorist/spy hired by Thanos to infiltrate Max Eisenhardt's Brotherhood as a consultant and use his position to manipulate the rogue Inhumans into retrieving the Infinity Stones under guise of terrorist attacks in the name of Inhuman/Gifted liberation.
