Symbol of the Cabal, Envisioned by Doctor Doom
The Cabal otherwise known as the Cabal Council or the Secret Council is a group of members considered to be the greatest criminal masterminds on Earth, with the goal of joining together to achieve conquest of a global scale. In the aftermath of such events as the Battle of New York, the SHIELD Civil War, or the War on HYDRA, Norman Osborn established contract with several leading members of various terrorist or legitimate organizations including Dr victor von doom of Latviera, the Sub Mariner of the Atlantean Royal Family, and several other criminal bosses and business people. Each member brought together had their own different intentions, but there was one intention they all shared, power. With their aligned interests, the members of this group joined together to form a secret council dedicated to their activities from the shadows that could influence global events and make them the masters of the world. Over the duration of their existence, members of the Cabal have come and gone, with some new members of the group including representatives of such organizations as the Hand, Leviathan, and several members of the criminal underworld.
One of their more infamous acts was ensuring the control of Enhanced or Gifted members of society, through a set of legal regulations. Victor used his political connections in the United Nations to orchestrate the creation of the Sokovia Accords, which would afford them information for all powered individuals and control over the Avengers (or at least some of them). In order to establish a secure way to ensure loyalty and devotion from all members, the mercenaries are hired to act as the enforcers of the Cabal, terminating those who would dare to think the concept of betrayal, even though more often than once tensions have risen among members of the Cabal. The organizations associated with the membership would pull together scientific resources and research to create new weapons, gear, and other items of value. More recently, the Cabal has established contact with several extraterrestrial beings intent on the conquest of the Earth, communications courtesy of the Red Skull. One such being is Thanos, a galactic warlord bent on the domination of the universe. The Cabal made a pact with Thanos that in exchange for their assistance in his endeavors, they would be given a place of power in his remade universe.
